摘要：碳市场体系是国际碳定价行动的重要组成部分,中国是全球碳贸易行动的积极参与者和先行建设者。在全国统一碳市场启动运行背景下,总结林业碳汇市场供需影响因素以及项目开发交易最新进展情况,分析碳汇交易发展面临的主要问题与挑战,并根据未来碳市场政策形势提出夯实法规政策根基、扩大碳汇市场需求、统筹监管得力、完善市场支撑体系等策略建议,为推进中国林业碳汇交易市场培育提供参考。
The carbon market system is an important part of the international carbon pricing action, and China is an active participant and pioneer in the worldwide carbon trading action. In the context of the launch of the National unified carbon market, the affecting factors on the market supply and demand for forestry carbon sequestration as well as the update progresses of project development and transaction were summarized, the main problems and challenges facing to the forestry carbon trading were analyzed. According to the future policy development situation of domestic carbon market system, some suggestions such as strengthening the foundation of regulation and policy, expanding the demand of forestry carbon market, making overall and effective supervision for the market,and improving the market support systems were put forward in this paper, so as to provide reference for the development of the forestry carbon trading market in China.
