摘要：增加农民收入和实现森林资源质量的提升、数量的增长为深化集体林权制度改革(下文简称新林改)的目标,实现生态产品价值和生态补偿是提高集体林经营效益的重要源泉,明晰产权是实现集体林生态产品价值和生态补偿的前提,新林改、生态产品价值实现机制和生态补偿制度需实现动态协同。文章采用文献梳理方法,系统地梳理了新林改、生态产品价值与生态补偿及其相应机制制度研究进展,也回顾了林业物质供给类、文化服务类、调节服务类等生态产品的研究进展。已有研究取得了重要进展,但需要进一步深化如下6个方面的研究:(1)明确界定生态产品的内涵与外延;(2)进一步深化综合定性定量研究新林改的动因与影响;(3)有待进一步深化新林改、林业生态产品价值实现机制与补偿制度协同机制;(4)案例研究少且深度不足;(5)林业生态产品价值实现机制和生态补偿制度的动态影响研究不系统;(6)新林改、林业生态产品价值实现机制和生态补偿制度内嵌性与制度匹配性基本属于空白点。鉴于此,在后续研究中,需深化跨学科的协同合作,全面而深入地理解生态产品价值实现机制和生态补偿制度的复杂性;注重实地调研和案例分析、加强政策评估和反馈机制建设以及借鉴其他国家在生态产品价值实现机制和生态补偿制度方面的成功经验。
Increasing rural households'income and enhancing the quality and quantity of forest resources are the goals of deepening the collective forest tenure reform(hereinafter referred to as the new forest reform).Realizing eco-product value and ecological compensation is a crucial source for improving the efficiency of collective forest management.Clarifying property rights is the prerequisite for realizing the value of collective forest eco-products and ecological compensation.The new forest reform,eco-product value realization machanism and ecological compensation system need to achieve dynamic synergy.This paper systematically reviewed the research progress on the new forest reform,eco-product value reliazation,and ecological compensation and their corresponding mechanisms and systems by using the method of literature review.It also reviewed the research progress on forest material supply,cultural services and regulatory services of eco-products.Although existing research has achieved fruitful results,there were six aspects required further deepening in the research:(1)The connotation and extension of eco-products needed to be clearly defining.(2)Comprehensive qualitative and quantitative studies on the motivations and impacts of the eco-product should be further deepened.(3)The synergy mechanism between the new forest reform,forestry eco-product value realization mechanisms and compensation systems should be further explored.(4)More in-depth case studies should be conducted.(5)The dynamic impact of forestry eco-product value realization mechanisms and ecological compensation systems should be more systematic.(6)The intrinsic and institutional compatibility of the new forest reform,forestry eco-product value realization mechanisms,and ecological compensation systems were largely unexplored.Therefore,future research should deepen interdisciplinary collaboration to comprehensively and deeply understand the complexity of eco-product value realization mechanisms and ecological compensation systems so as to focus on field research and case analysis,strengthen policy evaluation and feedback mechanisms,and draw on successful experiences from other countries in eco-product value realization mechanisms and ecological compensation systems.
