摘要：随着国际市场对木材合法性的要求日益提高,中国也在积极推动中国木材合法性认定体系的建立和运行。文中将当今世界通行的木材合法性认定体系划分为政府主导的强制性合法性认定体系、行业协会主导的认定体系、非政府组织主导的自愿性合法性倡议、以市场为基础的第三方合法性认定4种类型,概述不同体系的标准与要求,分析比较各类体系的优势与劣势,并基于以上分析提出对中国木材合法性认定体系路径选择的建议。
As the international market poses increasing requirements on timber legality, China is making efforts to promote the establishment and implementation of China＇ s timber legality verification system. The paper classified the timber legality verifcation systems available in the world into 4 types, i. e. , government- led mandatory timber legality verification system, association-led verification system, NGOs-led voluntary timber legality initiatives and market-based 3rd party verification system. Their standards and requirements were overviewed, and their advantages and disadvantages were analyzed and compared. Based on the analysis, suggestions were put forward fi^r the path choice for China＇ s timber legality verification scheme.
