摘要：自然保护区内的居民既是保护区的受益者和重要建设力量,又可能是利益受损者和保护区的破坏者。根据“谁受益谁补偿,谁破坏谁恢复”的原则,从自然保护区内居民作为受益者和破坏者的视角,采用条件价值法、Logistic回归模型和决策树模型,利用从自然保护区内居民填写的308份有效调查问卷中得到的数据,研究了安徽扬子鳄国家级自然保护区内居民的生态补偿支付意愿及其影响因素。研究结果表明,在提交有效调查问卷的居民中,具有生态补偿支付意愿的居民数量占71.1%;捐款方式下居民的平均支付金额为每年每户112.67元、投工或者投劳方式下居民的平均支付金额为每年每户630.25元;建立保护区对居民生产和生活的影响程度、居民的家庭年收入、居民对保护的态度和对生态补偿政策的了解程度是影响居民支付意愿水平的主要因素;提出了建立多元化生态补偿支付方式、加强对保护区生态功能的宣传力度、制定差异化补偿政策、鼓励居民以多样化方式就业等建议。
The residents living in protected areas are not only the beneficiaries and important construction forces of protected areas,but also the victims and destroyers of the protection work.According to the principle of'who benefit,who compensate;who destroy,who restore',from the perspective of the residents in the reserve as beneficiaries and destroyers,based on 308 questionnaires of the residents in Anhui Chinese Alligator National Nature Reserve,applying the contingent valuation method,Logistic regression model and decision tree model,this paper conducted an empirical analysis on the level of the willingness to pay for ecological compensation and payment of the residents living in Anhui Chinese Alligator National Nature Reserve,and their influencing factors.The results showed that 71.1%residents surveyed had the willingness to pay;there was a big difference in willingness to pay of the residents using different payment methods,and the average of willingness to pay of the residents was per year per household 112.67 yuan by the donation method and per year per household 630.25 yuan by the labor investment method;the impact of the construction of the nature reserve on production and life of the residents,annual income of household,attitude of the residents towards protection and understanding of ecological compensation policy were the main factors affecting willingness to pay of the residents living in the nature reserves.This paper puts forward some specific countermeasures and suggestions,such as establishing diversified ecological compensation payment methods,strengthening the propaganda of ecological functions of protected areas,formulating differentiated compensation strategies,and encouraging diversified employment methods.
