摘要：山水林田湖草沙一体化保护和系统治理是我国全面推进生态文明建设、实现美丽中国目标的重要路径。本研究运用实地调查法与利益相关者访谈法,通过资料与数据分析,梳理了我国生态保护修复取得的显著成就与典型经验,针对一体化保护和系统治理在制度创新、管理体制、投入保障、工程项目管理、效益评价、科技支撑、基层科技力量、生态产品价值等方面存在的主要问题,提出针对性政策建议。研究结果将进一步丰富山水林田湖草沙生命共同体理论,并为新发展阶段自然资源的科学保护与合理利用提供参考。
Integrated protection and system management of mountains,rivers,forests,fields,lakes,grass and sand is an important path for China to comprehensively promote ecological civilization construction and realize the goal of beautiful China.Through the data and data analysis,this study sorted out the remarkable achievements and typical experiences of ecological protection and restoration in China by field investigation and stakeholder interview.In view of the main problems of integrated protection and system governance in institutional innovation,management system,input guarantee mechanism,project management,benefit evaluation,scientific and technological support,grassroots scientific and technological strength,and the value of ecological products,targeted policy suggestions are put forward.The research results will further enrich the academic theory of the life community of mountains,rivers,forests,fields,lakes,grass and sand,and provide reference for the scientific protection and rational utilization of natural resources in the new development stage.
