摘要：从经济学视角,以近自然全流域森林经营模式为例,从宏观市场、经营主体、制度安排等3个方面分析了构建现代森林经营模式的驱动因素。友好的产品与要素市场提供了宏观大环境驱动,经营主体企业家精神、自身理性与政策人才禀赋提供了自身驱动;中心管理机制、文化塑造机制、战略解码与监督考核机制提供了制度驱动。分析表明,构建现代森林经营模式,是宏观市场大形势与微观主体积极响应共同驱动的结果。
This study analyzed the driving forces of developing the modern forest management model considering the macro-market, management subject and institutional arrangement from the perspective of economics, taking an example of the close to nature watershed management in Mulan Forest Bureau. The advantageous markets of product and factor provided the driver from the aspect of the macro environment. The endowments of the entrepreneurship, rationality, policy and talent provided the internal drivers. The system of central management, cultural development, strategic target decomposition as well as supervision and assessment provided the institutional drivers.The analysis indicated that the development of modern forest management model was co-driven by the advantageous macro-market and the active response of the micro-subject.
