摘要：制浆造纸行业是我国二恶英排放六大重点源之一,淘汰和削减危害人类健康和环境的二恶英是《斯德哥尔摩公约》和《国家实施计划》(NIP)的重要任务。新《制浆造纸工业水污染物排放标准》中第一次列入了二恶英排放限值,并将从2011年7月起全面实施,但二恶英达标排放面临着严重的技术瓶颈。削减二恶英,重点是控制制浆过程二恶英类污染物的发生,尽快开发快速廉价的监测新方法,加强生物和化学技术降解二恶英的研究。
Pulp and paper industry is one of the six important sources of dioxin discharge in China.To reduce the dioxin discharge which is harmful for human health and environment is the important mission in Convention of Stockholm and State Executive Plan.Dioxin limit was firstly listed in the new'Pulp and Paper Industry Water Pollutant Discharge Standard',and it will be in full operation from Jul.,2010.But serious technical'Bottle Neck' is still existed in struggle of meeting the dioxin discharge limit.The point to reduce diox in is to prevent dioxin from producing in the pulping process,develop a fast and cheap test method,and strengthen the study on dioxin degradation with biology and chemistry technologies.
