摘要：文中详细分析了小块林地立木水平和区域水平森林总体2个多功能森林经营体系的概念、产生、发展以及区别;根据我国实际情况提出,坚持分类经营的思想,大部分小片林地采用以主导功能利用为主,保证森林总体的多功能,稳健开展小片林地多功能森林经营实践,加强研究与示范,探索小片林地多功能经营的多种模式,同时需要在体制和机制上进行调整。
This paper analyzed in detail the concepts,shaping,development and the mutual relationship and difference of the two systems of multiple-use forest management,i.e.small forestland stand level（SFMM） and regional total forestland level（TFMM）.It was proposed based on the actual conditon in China that China needs to adhere to the classification forest management and can take SFMM practices base on the TFMM.The highlight should be put on the use of dominant function of most small forestlands to ensure the overall functions of forest under this framework.Meanwhile,the multi-use forset management practice（SFMM） should be stably implemented on small forestlands,and by strengthening research and demonstration,the variety of modes could be explored for multi-use management of small forestland.Besides,some adjustments should be made in terms of institutions and mechanisms in China.
