摘要：以福建省属国有林场为例,阐明国有林场改革的主要内容和主要措施,指出国有林场改革仍然存在管理体制有待完善、经营经济负担沉重、林地侵占问题严重、职工结构不合理、基础设施建设滞后等问题,提出加强国有林场改革的顶层设计、加大资金投入、创新经营机制、加强资源保护和经营管理、创新队伍建设机制、完善国有林场基础设施等政策建议。
⑴Background——The state-owned forest farm in Fujian province plays an important role in protecting forest resources,ensuring the supply of timber and safeguarding ecological security.In addition,the state-owned forest farm in Fujian province also faced the problems including the unsuitable of management system,inflexibility of business mechanism,etc.In 2015,the government officially started the state-owned forest farm reform across the country,and the main contents of the reform included clearly defining the ecological responsibility,the protection mode of state-owned forest farm,etc.⑵Methods——This paper took the provincial state-owned forest farm in Fujian province as the research object.Base on the investigation and interview,the contents,the progress,the issues and the causes of stateowned forest farm reform were analyzed.Finally,targeted policy recommendations were put forward in this paper. ⑶Results——State-owned forest farm reform in Fujian is still in the pilot stage,and the scope of reform was restricted to the provincial state-owned forest farm.The main contents of state-owned forest farm reform are follows:the category of state-owned forest farm should be clear and definite;the number of leader and staff positions in state-owned forest farm should be verified;State-owned forest farm would be integrated and optimized;the level of state-owned forest farm would be cleared;and the target of state-owned forest farm is increasing the forest area and forest volume.In order to support the reform,Fujian forestry department formulated the management measures for state-owned forest farm to standardize the management at the end of 2015.By the end of2016,all the cities in Fujian had completed the reform plans for state-owned forest farm.In the meantime the policy of supporting financial has been implemented,and the full allocation of state-owned forest farms has been included in the same level government budget.⑷Conclusions and Discussion——Despite the state-owned forest farms reform in Fujian province implemented smoothly,the reform works still faced the following issues:the management system need to improve;with the decreasing income and increasing cost,the economic burden for forest farms business is heavy;because of the unclear property rights and extensive management,villagers who live around the forest farm appropriated the state-owned forest land;staff structure is out-of-balance;the infrastructure in some state-owned forest farm are poor.Above all,this paper put forward some suggestions.Firstly,top-level design of state-owned forest farm reform should be strengthened.Secondly,government should increase the transfer payment to state-owned forest farm,establish the forestry industry development fund,develop the third industry,safeguard the legitimate rights and interests of workers.Thirdly,the property right of forest land should be cleared,and the government should deal with forest land disputes positively,deepen state-owned forest land property right system reform,break the regional protectionism.Fourthly,government should strengthen the state-owned forest resources protection and management,promote typical forest management mode and technology,construct national reserve forest.Fifthly,the state-owned forest farm should innovate the mechanism of team construction which including employee system,staff orientation training system and strengthen post training.Lastly,investment in infrastructure was increased by arrange special funds.
