摘要：林草业高质量发展是顺应社会发展的必然趋势。科学界定林草业高质量发展的内涵,并构建评价指标体系,以此全面剖析全国林草业高质量发展的整体水平,对推进我国林草事业迈向高质量发展新台阶具有重要意义。文中总结林草业高质量发展的科学内涵,借助熵值法、多指标综合测度法从5个维度构建评价体系,并对2018—2022年全国31个省(区、市)林草业高质量发展水平进行测度分析。结果表明,全国林草业高质量发展水平呈稳步上升趋势,但省域之间存在显著差异,区域发展不平衡现象突出。据此提出以下6方面建议:1)积极践行林草新发展理念;2)加强扶持林草科技创新;3)加速林草产业结构转型升级;4)健全生态资源长效保障机制;5)创新林草多元融资模式;6)释放林草行业社会效益潜能。
High-quality development of forestry and grassland industry aligns with social development.Defining the connotation of high-quality development and constructing a systematic evaluation index system to analyze the overall high-quality development level of national forestry and grassland industry is significant for promoting China's forestry and grassland industry towards a new level of high-quality development.The paper summarizes the scientific connotation of the high-quality forestry and grassland development,and constructs an evaluation system from five dimensions using entropy weight method and multi-criterion comprehensive evaluation method to measure the high-quality development level of forestry and grassland industry in 31 provinces(autonomous regions and municipalities)across the country from 2018 to 2022.The findings suggest that the national forestry and grassland industry has an increasing development level,though considerable variations are observed among regions.Six recommendations are put forward,including:1)strengthening the implementation of new forestry and grassland development concept;2)enhancing the support for scientific and technological innovations;3)accelerating the transformation and upgrading of the forestry and grassland industry structure;4)improving the mechanism to guarantee the long-term ecological resources conservation;5)innovating the multi-model of forest and grassland financing;and 6)releasing the potential in social benefits of forestry and grassland sector.
