摘要：2021年国家森林草原防灭火指挥部就森林草原灭火特种作战研究对综合消防救援局,南、北方航空护林总站等部门作出指示,其中对森林航空消防“南方林区特别是滇川藏交界的高原地区直升机精准灭火、以水灭火手段实战运用,探索研究高山峡谷地带航空灭火特种作战战法”作出要求,以“防灾减灾救灾重要论述”和“实现人与自然和谐共生”的生态文明理念及实践论为出发点,具体探讨分析了川西南航空应急救援主要机型、作用任务以及高山峡谷地区森林航空灭火技战法的内容,最后总结了支撑战法的基本措施,以期为今后在高山峡谷林区开展航空灭火提供一定的经验和指导,对提升整体航空灭火能力具有推广意义。
In 2021,the National Forest and Grassland Fire Prevention and Fire Control Headquarters gave instructions to the Integrated Fire and Rescue Bureau,the southern and northern aviation forest protection stations and other departments on the research of forest and grassland fire fighting special operations,and made special requirements for“the practical application of such firefighting means as helicopter precise firefighting and water-based firefighting in southern forest areas,especially in the plateau area at the border of Yunnan,Sichuan and Tibet and the exploration and research of special combat methods of aerial firefighting in high mountain and canyon areas”involved in forest aviation firefighting.In this paper,“the disaster prevention disaster reduction and relief important discourse”and“to realize the harmonious coexistence between man and nature”of ecological civilization concept and practical were taken as a starting point,the main types and functions of aviation emergency rescue in southwestern Sichuan and the content of aerial firefighting technique in forest of high mountain valley areas were specifically explored and analyzed and the basic measures to support the firefighting method were summarized finally,with the aim to provide certain experience and guidance for developing aerial firefighting in alpine and canyon forest areas in future,which has promotion significance for improving the overall aviation fire fighting capability.
