摘要：This study analyzes the impacts of afforestation subsidy on the planters' forest management behavior given the intervention of the local forest divisions based on a principle-agent model. This study proves that under the condition of information asymmetry, forest planters tend to obtain optimal economic income by reducing the management efforts, shortening the rotation period, and increasing afforestation area. The collusion between planters and local forest divisions (presented as the local forest divisions' intervention) will enhance these behaviors of planters. In addition, the direct afforestation subsidy will also promote planters to increase their benefits through increase in afforestation area and reduction in optimal rotation age rather than increase in the management efforts, which is against the central government's original policy intention. Therefore, these problems should be noticed during the subsidy policy making, and maybe the more appropriate incentive policy to realize the common interest among central government, local forest divisions and the planters.
