摘要：欧洲议会在2021年3月启动的碳边境调节机制,意在补充现有欧盟碳交易机制,以解决欧盟成员国碳泄漏风险增加的问题,该机制的发布和实施将对我国出口欧盟相关商品的产业发展产生深远影响,因此这一新机制的诞生、运行及其影响亟待深入分析和研究。本文回顾了碳边境调节机制的发展历程,阐述该机制下欧盟进口商品的碳足迹核算方法,同时结合我国的国情和现状,分析我国生产企业在该机制下的碳证减免条件,为今后相关领域的研究提供参考依据。
The carbon border adjustment mechanism(CBAM)launched by the European Parliament in March 2021 is to complement the existing EU carbon trading mechanism and solve the problem of increased risk of carbon leakage in EU members.The release and implementation of this mechanism will have a far-reaching impact on the industrial development of China’s exports of EU-related commodities,so the birth,operation and impact of this new mechanism need to be analyzed and studied in depth.This article reviews the development history of the CBAM,elaborates on the carbon footprint accounting methods of EU imported goods under this mechanism,and meanwhile analyzes the conditions of carbon reduction certifi cate for Chinese producers under this mechanism by considering China’s national conditions and current situation,to provide a referencing basis for future research in related fi elds.
