摘要：论述了森林在国家可持续发展战略中的地位和作用 ,中国现代林业的理论与实践以及西部地区生态环境建设的思路和措施。具体阐述和分析了中国现代林业理论的内涵、标准和指标 ,中国现代林业建设的近期、长远目标以及重点领域 ;提出西部大开发战略的前提条件和重要组成部分 ,就是要加强西部生态环境建设 ,实行退耕还林还草 ,恢复林草植被 ;强调发达的林业是国家兴旺、民族繁荣、社会文明的重要标志 ;新中国林业选择什么样的发展理论、发展方向、发展道路 ,事关实现社会主义现代化的全局。以期在我国建立以林业为主体的西部生态环境建设 ,提高生活质量 ,创建生态文明 ,实现新的经济增长点。
The paper deals with the position and role of forests in the sustained development of the country, theory and practice of modern forestry of China, and ideas and measures of the construction of ecological environment in western regions. It also concretely expounds and analyzes the connotations, standards and indicators of the modern forestry theory of China, and presents long-term aims and key fields of the forestry of China. The paper puts forth that the prerequisite condition and important component for the development of western regions is to implement the program of returning grain plots to forestry and grassland and restore forest and grass vegetation. The emphasis on the developed forestry is a significant index for the state flourishing, national prosperity and social civilization of the country. The theory, orientation and path of the development of the forestry of new China are related to the overall situation of the realization of the socialist modernization when attempting to build the ecological environment with the forestry as the main body, raise the quality of life, create ecological civilization and realize the new economy growth point.
