摘要：国有林场在保护生态和改善民生方面发挥了重要作用,但长期以来,功能定位不清、管理体制不顺、经营机制不活、支持政策体系不健全等问题严重制约了国有林场可持续发展。浙江省在推进国有林场改革方面率先垂范,实现国有林场改革全省覆盖,国有林场改革取得显著成效。文章系统总结了浙江省国有林场改革的经验和做法,提出了推动全国国有林场改革的启示与借鉴。包括:(1)加大国家和政府扶持力度是推进国有林场改革的根本保障;(2)理顺管理体制机制是推进国有林场改革的重大关键;(3)加快供给侧结构性改革是推进国有林场改革的必由之路;(4)完善经营机制和发展自营经济是维护国有林场改革持续性的创新。
State-owned forest farms have played an important role in protecting ecology and improving people’s livelihood. However, for a long time, the function is unclear, the management system is ossified, the operating mechanism is not vigorous and the policy system is not sound. This has seriously restricted the sustainable development of state-owned forest farms. Zhejiang Province piloted in promoting state-owned forest reform, fulfilled the goal of covering the whole province and got remarkable achievements. This paper systematically summarized the experience and practice on reform of the state-owned forest farms in Zhejiang Province, and put forward the inspiration and reference to the reform of the state-owned forest farms：（1）to increase the support of the state and the government is the fundamental guarantee to promote the reform of the state-owned forest farms;（2）to rationalize the management system is the key point to promote the reform of state-owned forest farms;（3）to speed up the structural reform of the supply side is the inevitable way to promote the reform of state-owned forest farms;（4）to improve the management system and develop self-employed economy is sustainable innovation of maintaining the reform of state-owned forest farms.
