摘要：文章以云南省怒江傈僳族自治州贡山县和福贡县为例,分析了独龙族和怒族等极少数民族地区林业扶贫效果。通过贡山县生态护林员脱贫分析发现,选聘生态护林员不仅能有效提高森林管护水平,而且有利于建立稳定的生态扶贫长效机制;通过福贡县匹河怒族乡林业产业扶贫分析,林业产业是福贡县发展山区经济、促进贫困人口增收的重要举措。同时研究也发现,林业精准扶贫面临着规模小、专业合作社不足、生态护林员缺乏安全保障和考核体系等问题,并针对问题提出了政策建议。
This paper took Gongshan County and Fugong County of Nujiang Lisu Autonomous Prefecture in Yunnan Province as examples to analyze the effect of forestry poverty alleviation in Dulong ethnic minority and Nu ethnic minority areas. Through the analysis of poverty alleviation of eco-forests guards in Gongshan County, it was found that ecological forests guards not only improved the level of forest management effectively, but also helped to establish a stable long-term mechanism of ecological poverty alleviation.Through the analysis of poverty alleviation in forestry industry in Fugong County, it was found that the forestry industry played an important role in the development of economy and poverty alleviation. At the same time, the study also found that, forestry targeted poverty alleviation had been facing issues like too small scale, lacking of professional cooperatives, ecological forest guards lacking of security guarantee and assessment system. For these issues, the paper provided several advice.
