摘要：通过因子分析法建立城乡社会救助绩效评价体系,并测算了2003—2012年城乡社会救助绩效。研究发现,不同的社会救助方式绩效不同,且不同地区社会救助绩效综合排名与分项指标排名存在差异。城市社会救助绩效在2003—2009年呈现上升趋势,2009年之后开始下降,其中教育救助得分最高,最低生活保障效率得分最低。农村社会救助绩效除2004年较低外基本上呈现上升趋势,地区之间得分较为平衡,其中农村五保户供养服务机构供应度得分最高,救助站供应度得分最低。
This paper establishes performance evaluation system of urban and rural social assistance by utilizing the factor analy- sis method. Then it estimates the performance of above assistance system from 2003 to 2012. The results show that the performance of different social assistance methods are different. And there are differences in comprehensive ranking and secondary indicators ranking in different places. An upward trend has been seen in the performance evaluation of urban assistance from 2003 to 2009, what de- clined after 2009. In above evaluation, education assistance has the best performance, while the minimum living guarantee efficiency has the least. We also capture a gradually upward trend in the evaluation of rural assistance except in 2004, where has a balanced de- velopment in different regions. The support of the least advantages has the best performance, while the rescue station has the least.
