摘要：林业机构设置的优化调整是深化行政体制改革的重要举措。当下,中国林业发展面临的国内外形势以及中国林业发展的目标和定位对优化林业机构设置提出了新要求。文中系统梳理33个典型国家林业机构的设置情况以及不同国家林业机构的行政隶属关系与管理体制,分析其职能情况与管辖范围,回顾各国林业机构设置的历史沿革,并据此探讨其变动趋势,以期为我国林业机构优化调整提供参考。
The streamlining and restructuring of forestry authorities is the important measure to deepen the reform of administrative system. At present,the domestic and international condition as well as the objectives and orientation of forestry development in China have put forward new requests to streamline the organizational structure of forestry authority. The paper summarized the organizational setup of forestry authorities in 33 countries,studied the administrative subordination of authorities at different levels and their management system,analyzed their function and the jurisdiction,reviewed their historical evolution,and discussed its development trend in the future.
