摘要：由于我国森林资源面临枯竭 ,林产品供应严重短缺 ,国家不得不每年拿出大量外汇进口木材和其它林产品。为改变现汇交易 ,提出发展海外林业经济合作 ,投资开发海外森林资源作为扩大我国林业对外开放 ,寻求林业经济新的增长点 ,加速我国外向型林业产业建设的重要举措。为此 ,我国应从国家利益出发制定海外森林开发的近期和长远的发展规划 ,确立海外林业经济合作的战略思想 ,巩固和发展现有国外投资项目 ,积极开拓新领域、新项目 ,坚定不移地。
As forestry resource of China is coming exhausted with serious shortage of forest product provision,the state has to take out large amount of foreign exchange to import timber and other forest products. To change the cash business an important movement is thought to develop economy cooperation with overseas forestry,seek new growth point of forestry economy through investment and exploration of overseas forest resource to expand opening to the outside of forestry,and to speed up construction of external forestry industry. It is raised to formulate near future and long-term plans of overseas forest exploration,establish strategic thought of economy cooperation with overseas forestry,from the view point of national interest,consolidate and develop existed projects invested in foreign countries,open up new areas and projects actively,and to give impetus to the step of economy cooperation with overseas forestry.
