摘要：韩国从20世纪90年代开始正式进行海外森林资源开发。得益于政府政策的推动,30年来韩国的海外森林资源开发在确保国家木材安全方面发挥了重要作用。文中基于对韩国海外森林资源开发内外双重动因的分析,从外交战略推动、法律制度完善、金融财税支持、政府服务保障等几方面总结韩国海外森林资源开发的政策特征;分析当前韩国海外森林资源开发面临的挑战以及未来政策调整方向;从加强顶层制度设计、培育和引导大型企业“走出去”、强化林草部门职能3方面提出启示性建议,以期为促进我国海外森林资源投资合作提供经验和借鉴。
Republic of Korea initiated its overseas forest resource development in the 1990s,which has played a critical role in safeguarding its timber security owing to the proactive policies implemented by the government.This paper analyzes the driving factors to Korea’s overseas forest resource development,and summarizes the characteristics of the policies adopted in terms of diplomatic strategy,legal system improvement,financial and fiscal support,and pubic services.Furthermore,it analyzes the challenges confronting the current overseas forest resource development by Korea as well as future directions of policy adjustment.At the end,the insights from the Korea case are concluded from the 3 aspects of top-level framework design,support and guidance provided for large-size companies going global,and strengthened functions of the forestry authorities,with the aim to offer valuable experiences and references to China’s overseas forest resources investment.
