摘要：全国硕士研究生招生考试是国家科学、公正选拔高层次人才的重要途径,是政府行为的民生工程。招生单位自命题工作是硕士研究生招生考试的重要组成部分,是一项流程复杂、风险点位较高的系统性工程。本文运用全面质量管理(TQM)方法,对自命题内部质量保障体系进行探究,构建了自命题内部质量保障体系架构,并从组织管理、制度机制、监督评价三方面提出了保障自命题内部质量的关键性措施,为进一步建立自命题标准化管理提供重要支撑。
The national postgraduate entrance examination is not only an important way for national scientific and fair selection of high-level talents,but also a livelihood project of government behavior.Institution-based independent proposition test management is an important part of the postgraduate entrance examination,which is a systematic project with complex processes and high risks.Using total quality management method(TQM),the paper analyzes the internal quality guarantee system of independent proposition test management,builds the architecture of internal quality guarantee system.The paper proposes organization management,system mechanism,supervision and evaluation to guarantee the internal quality of independent proposition,in order to further establish the standardized management of independent proposition to provide important support.
