摘要:本文利用文献分析与频度分析法,以天保工程政策目标为导向,结合指标重要值构建了省级天然林资源保护工程社会效益评价指标体系。该评价指标体系涵盖了人口与就业、社会保障、优化产业结构、富余职工安置、改善生活质量与社会安定等6个方面共12个指标。采用熵权法以山西省为例对指标进行权重赋值,利用综合指数法评价山西省2000-2018年天保工程实施的社会效益。结果表明,天保工程对山西省产业结构优化,人民生活质量提高,减少贫困和提高社会稳定性方面影响较大;利用频度分析与重要值法这种量化指标筛选过程所得到的指标体系既全面又简单实用,可操作性强。
This paper uses literature analysis and frequency analysis to build a provincial-level evaluation index system of social benefits of Natural Forest Protection Projects(NFPP)based on the policy objectives of NFPP and combined with the important values of the indicators.The evaluation index system covers a total of 12 indicators involved six aspects:population and employment,social security,optimization of industrial structure,placement of surplus employees,improvement of quality of life and social stability.And taking Shanxi Province as an example,the entropy method is used to assign weights to indicators,and the comprehensive index method is used to evaluate the comprehensive index of the social benefits of NFPP in Shanxi Province from 2000 to 2018,The results show that NFPP has a beneficial effect on optimizing the industrial structure,improving the quality of life of the people,reducing poverty and improving social stability of Shanxi Province.The index system obtained by the quantitative screening process of comprehensive,simple and practical,and has strong operability.
