摘要:1978年,“三北”工程与改革开放同步启动,是世界上规模最大、历时最长的生态工程。2023年“三北”工程六期三大标志性战役打响以来,围绕科技支撑“三北”工程攻坚战,我国在国家层面、行业层面、科研机构建设层面同步开展了围绕“三北”工程的科研组织创新性探索。通过整合森林、草原、湿地、荒漠四大自然生态系统基础性科研力量和关键技术攻关,组建专门研发机构(三北工程研究院),启动国家级、省级、市级“揭榜挂帅”科技项目,初步形成了有计划、强组织、大规模的科技支撑新模式,边实施、边探索、边实践,成效凸显。文中依据“三北”工程科技支撑实践及经验,展望未来林草科研新动向,提出了林草科技创新体系的战略构想,即“林草湿荒”四大系统“管建”(打底座、强基础),围绕中心、服务大局“管战”(灵活组队、攻坚克难,如“三北”工程、国家公园、集体林改、碳汇等),林草产业“管链”(新质、高效,如种苗、培育、加工)的“三位一体”科研创新总体格局,辅以“智慧林业、现代装备、标准计量、政策法规”为“四梁八柱”的基本范式,以期为下一步深化林草科技改革探索新路贡献“三北”方案。
Initiated in 1978 alongside the reform and opening up,the Great Green Wall Project is the world's largest and longest-lasting ecological project.Since the three flagship campaigns of the Great Green Wall Project's sixth phase in 2023,China has embarked on innovative explorations in research organizations at the national,industrial,and institutional levels to bolster scientific and technological support for this project.By integrating fundamental research capabilities and key technological research and development(R&D)for the four natural ecosystems—forests,grasslands,wetlands and deserts—China has established a dedicated research institution(Institute of Great Green Wall)and launched a“list and claim”mechanism for science and technology(S&T)projects at national,provincial and municipal levels.This has initially forged a new,well-organized,and large-scale S&T support model for the Program.This model,characterized by simultaneous implementation,exploration and practice,has yielded remarkable results.Based on the scientific and technological practices of the Great Green Wall Project,this study envisions future trajectories for forestry and grassland research,aiming to establish a strategic framework for its sci-tech innovation system.The framework integrates three core components:1)Ecosystem Foundation(managing construction for forests,grasslands,wetlands,and deserts to build a solid base);2)Mission-Oriented Initiatives(managing combat operations for key national projects like the program,national parks,and carbon sequestration);3)Industry Value Chain(managing chains to foster high-quality,efficient industries).This“trinity”layout is supported by a core framework of“four beams and eight pillars”—comprising smart forestry,modern equipment,standard and metrology,and policies and regulations—offering the“Great Green Wall Solution”for advancing forestry and grassland sci-tech reform.
