摘要：林木种苗年度抽查制度是我国林木种苗执法管理中的一项重要内容,能够真实反映我国林木种苗质量管理工作的现状。文中概述我国林木种苗质量现状,分析我国林木种苗质量管理中存在的主要问题及可能原因,提出了强化种苗质量监督管理、严查造林绿化工程苗木'两证一签'、做好林木良种基地种苗质量示范工作和充分发挥各类种苗协会的纽带作用等建议,以期为我国林木种苗质量管理具体工作实施提供可借鉴依据。
The annual national random inspection on the quality of forest seedlings is an important part of law enforcement,which can truly reflect the current situation of forest seedlings quality management in China.This paper reviews the current situation of forest seedling quality in China,analyzes the problems in the management of forest seedling quality and the possible reasons behind them.Based on the analysis,the suggestions are proposed to strengthen the quality supervision over forest seedling,strictly check the'two certificates and one signature'for seedlings used in afforestation and greening projects,demonstrate the best seedling quality in forest seed base and bring into full play the linkage role of various seedling associations,so as to provide references for the forest seedling quality management.
