摘要：森林城市是中国推进城市生态系统修复和改善人居环境的创新实践,对中国绿色城镇化发展和居民品质生活提升提供了基于城市森林的自然解决方案。在前期森林城市建设基础上,进一步提出要努力建设全域森林城市,是对城市生态系统整体性、多样性、持续性的表达方式,是对城市生态建设高质量发展的表达方式,是对建设人与自然和谐共生现代化的表达方式,是针对森林城市建设的目标和问题导向提出的更高要求。文章在分析城市生态系统自然涵盖范围、城市行政管理范围与城市森林学术范围关系的基础上,从学术性与实操性相结合的角度阐述我国建设全域森林城市的科学性和基本内涵,指出我国在推进森林城市建设过程中,一些建设指标采取全市平均值,或多数下辖县区达标代替整体达标,从而掩盖了生态空间分布不均衡、生态服务不充分的问题。在此基础上,文章阐述了进一步推进全域森林城市建设的必要性和可行性,并提出实施路径建议。
Forest city is an innovative practice of China to promote the restoration of urban ecosystem and improve the living environment,which provides an urban-forest-based natural solution for the development of green urbanization and the improvement of residents' life quality in China.On the basis of the early construction of forest cities,it is further proposed to build a forest city within city administrative space,which is a way to express the integrity,diversity and sustainability of the urban ecosystem,to express high-quality development of urban ecological development,and to express the modernization of harmonious co-existence between man and nature.It sets a higher requirement for the goal-oriented and problem-oriented construction of forest city.Based on the analysis of the relationship among the natural coverage of urban ecosystem,the scope of urban administration and the academic scope of urban forest,this paper expounds the scientificalness and basic connotation of forest city construction within the whole administrative space from the academic and practical perspectives.It is pointed out that some indicators for construction are calculated for average values or the good values of some counties under a city are used to replace the overall value of the whole city in the process of promoting forest city construction,which conceals the problems like uneven ecological spatial distribution and insufficient ecological services.On this basis,the paper elaborates the necessity and feasibility of the construction of forest cities within the whole city administrative space,and puts forward suggestions in terms of implementation pathways.
