摘要：自2014年以来,国家陆续出台了系列"松绑+激励"的科研经费管理政策,新政策开启了科研项目和资金管理的新一轮改革,科研院所作为国家科研事业发展的主体,其科研经费管理也面临着新的规范和挑战。文章分析了科研院所经费管理现状,结合新政策要求和管理实践,提出了一些对策,以期为进一步完善科研院所资金管理提供参考。
Since 2014, the state has issued a series of policies for the management of scientific research funds. The newpolicy has initiated a new round of reform in scientific research projects and fund management. As the main body of thedevelopment of national scientific research, scientific research institutes are facing new challenges in the management oftheir scientific research funds. This paper analyses the present situation of funds management of scientific researchinstitutes, and puts forward some countermeasures in combination with the new policy requirements and management practice in order to provide reference for further improving the fund management of scientific research institutes.
