摘要：加强科研诚信和作风学风建设,推动形成风清气正的科研生态是维护科学研究真实性与公信力的基石,是建成科技强国的重要保障。科研院所作为推动我国基础研究和技术创新的核心力量,其科研诚信建设直接关系到科研成果的真实性与公信力。文章通过梳理美国、日本及欧洲等国家科研诚信体系的发展历程,探讨其制度建设与实践经验,以期为我国科研院所完善科研诚信治理体系、提升治理能力提供有益借鉴与启示。
Strengthening research integrity and fostering a rigorous academic ethos are fundamental to safeguarding the authenticity and credibility of scientific research.They also constitute an essential guarantee for building China into a leading power in science and technology.Research institutes,as the core engines of basic research and technological innovation,play a decisive role in ensuring the reliability and trustworthiness of scientific outcomes.This paper reviews the development of research integrity systems in the United States,Japan,and Europe,with particular attention to their institutional frameworks and practical experiences.By synthesizing these international approaches,the study seeks to provide valuable insights and implications for enhancing the governance system and improving the governance capacity of research integrity in Chinese research institutes.
