摘要：森林保险在促进现代林业发展,巩固集体林权制度改革成果和维护农村和谐稳定中发挥着重要的作用。本文概述了国外发达国家森林保险的发展现状,系统分析了国外发达国家森林保险政策制度设计及运行机制,包括总体制度设计、保险产品设计、政府财政补贴、相关机构运行机制和巨灾风险分散机制等,总结了发达国家森林保险发展的共同特点和成功经验,并在剖析中国森林保险发展现状和问题的基础上,得出了国外发达国家森林保险对中国的启示。
Forest insurance plays an important role in promoting the development of modern forestry,consolidating the achievement of collective forest tenure reform,and maintaining the stability of rural society.This paper briefly introduced the development status of forest insurance in developed countries,and systematically analyzed how forest insurance policies designed and operated in those countries,and summarized their common characteristics and successful experience,and gave out suggestions for China to develop forest insurance base on its domestic status.
