摘要：植物新品种保护是激励育种创新的核心制度,对推动林草事业高质量发展有关键作用。文中基于历年林草植物新品种保护数据与对国内育种主体的调研,从申请和授权、制度建设、审查测试、转化应用、执法保护及国际交流合作等方面总结我国林草植物新品种保护的现状。针对当前我国林草植物新品种保护面临的原始创新薄弱、市场转化渠道不畅、公众保护意识淡薄等多重挑战,提出6点建议:1)完善法律法规体系,强化制度保障;2)坚持以质量与价值为导向,激励突破性新品种的创制;3)健全审查测试体系,提升审查效率与质量;4)强化行政执法力度与鉴定技术支撑,增强全社会的保护意识,构建良好创新环境;5)通过构建以市场为导向的科企融合育种体系和搭建转化平台,提高新品种转化成效;6)强化林草植物新品种保护宣传引导。研究旨在为推动我国林草植物新品种保护和现代林木种业发展提供参考。
The protection of new plant varieties serves as a core mechanism for incentivizing breeding innovation and plays a critical role in advancing the high-quality development of forestry and grassland undertakings.Based on historical data concerning the protection of new forestry and grassland plant varieties in China and a survey of domestic breeding entities,this paper summarizes the current status in the protection of new forestry and grassland plant varieties in China from multiple dimensions,including application and authorization,institutional development,examination and testing,transformation and application,law enforcement protection,and international exchange and cooperation.In response to the multiple challenges currently facing the protection of new varieties of forestry and grassland plants in China,such as weak original innovation,blocked market transformation channels,and limited public awareness of protection,six suggestions are put forward as follows:1)Improve the legal and regulatory system to strengthen institutional safeguards;2)Adhere to the orientation of quality and value to encourage the development of breakthrough new varieties;3)Optimize the examination and testing system to enhance its efficiency and quality;4)Strengthen administrative law enforcement and technical support for identification,and raise public awareness of protection across society to foster a sound environment for innovation;5)Establish a market-oriented collaborative breeding system integrating scientific research with enterprise capabilities,and build transformation platforms to improve the transformation effectiveness of new varieties.6)Strengthen the publicity and guidance for the protection of new forestry and grassland plant varieties.This study aims to provide insights for promoting the protection of new forestry and grassland plant varieties and supporting the development of the modern forestry seed industry in China.
