摘要：文章以四川省国有林场改革为例,利用监测数据以及实地调研案例,分析了四川省国有林场改革存在的关于基础设施建设、人才培养、资源管护等方面存在的问题,总结介绍了四川省在解决这些问题中摸索出的创新模式,包括插花地委托管护、统一选派护林员以及人才定向培养等模式,提出应该加大地方政府保护林地的力度,重视国有林场基础设施建设,推广定向人才培养模式等政策建议。
Taking Sichuan Province as an example,by monitoring data and field survey case, this paper concluded some problems existed in infrastructure construction, professional employees and forest resource management during the reform of the state-owned forest farms, and summarized some innovation manners to solve these problem in the practice of Sichuan Province, including entrusted protection of mixed forestland, unified selection of forest rangers and post-oriented training of talents. It suggested that the local government should strengthen the protection of forest land, attach importance to infrastructure construction of state-owned forest farms, and promote postoriented training mode of talents.
